The bill amount isn't random — it's deterministically derived from the account number you type in, so the same account number produces the same bill every time, a fixed oracle worth asserting against precisely. The "pay a custom amount" path has to stay inside the actual balance in both directions: too low or above the balance, both get rejected with different rules than the ones elsewhere in this suite.
